Using different materials for secondary members

The rules for secondary members are stated clearly in the rule book. But can we use two different compositions of the same material (4130) , same dimensions as secondary members in an RC? For example, say that the USM is made of one composition of 4130 while the rest is made of a different composition. Is this legal? Both compositions are in agreement with the rules.
When I say different composition, it is still the same material but with the chemical composition of one element being richer than the other.

if you are talking about the variances between batches, then yes. if the variance is different enough to make the material not meet the composition standard for 4130 (see link below), then if it is steel then still a yes, however do not call it 4130 as if it doesnt meet these specifications, it is not 4130
