According to rule B.7.1.1 of the 2019 Rules:
"The braking system must be segregated into at least two (2) independent hydraulic circuits such that in
case of a leak or failure at any point in one system, effective braking power shall be maintained on at
least two wheels. Each hydraulic circuit must have its own separate fluid reservoir either through
physically separate reservoirs or by the use of a full-height dam in an OEM-style reservoir." Our Baja team has already purchased one tandem master cylinder that uses two fluid inlets. The circuits are independent based on OEM. This should meet the requirements to satisfy the rule, but we've arguing over something. Hypothetical situation: If the clevis pin broke then the car loses its ability to brake in the front and rear wheels (since the pedal has nothing to push against now). If the clevis pin is considered as part of the "system" then that means that rule B.7.1.1 is violated. Can we use one tandem master cylinder with two mobile fluid reservoirs? Has anyone seen a team pass inspection or compete in Baja recently using the same setup as us? Any feedback would be highly appreciated since we are on a crunch

Yes, you can use a tandem master cylinder with two mobile fluid reservoirs. It has been done by several teams in the past with no issues whatsoever.
Now, coming to your hypothetical situation, by "system", the rule is referring to the "segregated independent hydraulic circuit" which the clevis pin is not a part of.
