Can anyone help us with the type of master cylinder which is best suited for a rear inboard brake and two front outboard brakes

ANY master cylinder can be used for a setup like the one you have mentioned.

We are planning to use two single master cylinders in an H configuration instead of tandem MC. Is that a good choice?

Like I mentioned, master cylinder choice has nothing to do with inboard braking as long as it meets the rules. Be it either two single cylinders or a tandem one.
