We are having some offset issues with our new wheels so we are going to have to space them out from the swing arms.  This means that our lug nuts will only have 1 thread or maybe even flush with the stud. Does to the 2 thread rule apply to the wheels?  I wouldn't think that they would be considered a steering or suspension item but I'm probably just being hopeful....

I'd probably call you on it if I was a tech. Can you Grind down the nuts/get some low profile ones? Or if you've already done that, try and find some longer studs.

You chould be able to find longer studs if you really have to. x2 on using jam nuts...
OSU lead fabricator? or something like that

We have always had the impression that as long as you are using oem hubs, the two thread rule does not apply. Our rear hubs are custom so we use nylocks and make sure two threads are showing. Hope this helps

If I remember correctly, the OEM exception is only for brake parts. If you use an OEM hub OEM Rotor and OEM bolts, you don't need to secure the fasteners. But I'm pretty sure that's it.

Even with brake parts it can be up to the inspector, we have had to lock-wire bolts on our OEM brake calipers.

I take this to mean that rotor to hub bolts (OEM or otherwise) are exempt from the fastener rules - I.e. don't need to be captive.

This would also mean that since calipers are not rotors and hubs, that they would be included in the fastener rules.  So even if you had OEM caliper on an OEM knuckle, you would still need to make those bolts captive.

My .02

The '09 rules only exempted OEM rotor and hub systems. Everything else (including calipers) needed to be captive.

The '10 rules only exempts rotors and bias bars. Everything else needs to be captive.

use thin nyloks, and I didn't tell you this but you can swap them out for the beefier ones after tech

Theres not much need to swap them out. We ran low profile nylocks for my whole baja career without incident. 

Also, you can do whatever you want after Tech. You just might get caught. And that would be bad.
