In order to achieve an AWD vehicle, individual motors at each wheel can be used?
I understand that for rule B.2.6.3 I canĀ“t use batteries for propulsion purposes. 
But according to rule B.2.4.15 I can use an alternator to produce current. 
Can I use my Briggs & Stratton motor to produce electricity for my motors and not be considered as a hybrid system?
For propulsion, my electric motors would only receive power from my Briggs & Stratton motor, electricity generated for this purpose will not be stored in batteries.

The Briggs alternator produces 120W, not a lot for propulsion.
You can ask the rules comitee, but from my understanding no electric propulsion whatsoever is allowed.

Likely a NO. Electric drives and such systems come with all kinds of risks especially in head to head racing which is likely why hybrid drives have remained outlawed for so long in this comp. 

I would however, love to see someone design a custom lightweight hydraulic pump and motor and go Independent hydrostat drives.
