Should vents be attached to powertrain gard?
Also, does the vent play a role other than cooling the powertrain?

"Should" they be attached? Check the rulebook. 

If your drive-train is heating up and is affecting your performance, then yes, a vent would be to cool it down. It all depends on what issues you are facing, there are many cars out there with no such vent whatsoever.
